예전에 한 번 이야기했었던 Sojoners라는 매거진 있었죠. 기독교인의 사회 참여 활동에 대한 매거진이지요. 매주마다 아티클이 메일로 오는데, 정기적으로 번역했으면 하는 생각이 있습니다. 아직 한국에 기독교인의 사회참여에 대한 관심이 일어나고 있다고는 해도, 구체적인 실천의 방법에 대해서는 아직 초보적인 수준이라고 생각하기 때문에, 미국에서 활발하게 활동하고 있는 매거진을 모니터링하는 것도 좋은 방법이라고 생각하기 때문입니다.
이번주 아티클 중에서 하나를 번역해서 올려봅니다. 읽어보고 공감하시는 분들이나, 이런 논의들의 구체적 사례에 대해서 더 알고 싶으신 분들은 같이 메일을 받아보고, 할 수 있다면 같이 번역 모임 같은걸 시작했으면 좋겠습니다. 이거 하나 번역하는데 두시간 정도가 걸렸네요. 번역이라고 하기에도 너무 어설퍼서 원문을 단락별로 같이 올립니다. 이거 영어 실력 다 들통나겠는걸요.

Frugality is not a spiritual discipline. Yet Americans regularly follow weekend trips to places
of worship with drives to giant discount stores. Jewish, Christian, and Muslim traditions unite
in challenging those of us who would save a buck at the cost of another's well-being.
Unfortunately, in our current culture, getting a "deal" has largely displaced righteous dealings
as our first consideration in the marketplace.

by obligations to the most vulnerable. Rulers, merchants, and nations are judged by how they
treat the poor, widowed, and orphaned. Faithful generosity follows God's preference for those
normally forgotten by society.

the biblical concept of generosity. Modeled on the nature of God, the creating, sustaining, and
redeeming character of biblical generosity is not about short-term charity but long-term justice
for all God's children. The sustaining life of God is about creating structures and cultures of
care, wholeness, and fairness that are enduring. Wal-Mart's charity should not divert public -
particularly religious, attention - from the largest retailer's long-term discrimination, import
exploitation, and overtime and union-busting scandals. In contrast, faithful generosity is not
primarily about short-term gifts to the needy, but the long-term task of building right
relationships, weaving righteousness into the fabric of our lives.

current dominance of the market is draining rather than sustaining local communities. Every Wal
-Mart store employing 200 or more people costs taxpayers more than $420,000 in government social
services used by employees whose low wages and unaffordable health insurance mean they largely
subsist among the ranks of the working poor, according to "Everday Low Wages: The Hidden Price
We All Pay for Wal-Mart," a February 2004 report by the Democratic staff of the House Committee
on Education and the Workforce. Wal-Mart's anti-union policies also prevent workers from
organizing for wages and benefits to support their families.

Corporate giants regularly justify these practices by appealing to the needs of their hourly
employees. They see themselves as serving those who live paycheck to paycheck and must be
frugal. This is perhaps the most appealing and invidious part of Wal-Mart morality. In the
process of "serving" its employees and consumers, Wal-Mart actually lowers the workplace quality
of the retail sector and entraps communities in practices of inequity. When the standard bearer
and largest retailer in the world refuses to pay wages that support families, undermines
organizing for greater benefits, and imports well over half of its merchandise from countries
with little or no labor regulation, they effectively place a lock on the door to class mobility
for the entire discount retail sector.

경제 정의에 대해서 이야기하는 신학자들을 많이 보았는데, 그들이 공통적으로 호소하는 것은, 자기는 경제학자가 아니라는 것이지. 하지만 그들은 침묵하고 있는 그리스도인들에 대해서라던지 경제적인 문제에 대해서 가르치지 않는 교회에 대해서 답답함을 느끼고 일종의 '문제제기'와 '시도'를 하는 것이라고 이야기해. 그래서 더 많은 전문가들의 참여를 환영한다고 말하지.
나도 현존하는 (이 관점에서는) 경제 문제에 대해 여러 사람들이 서로 다른 견해들을 가지고 있는 것을 보아왔던 것 같다. 아쉬웠던 것은 기독교적인 시각을 가지고 또한 전문성을 가지고 이야기하는 사람들이야. 물론 기독교적인 경제학자라고 해서 모두 '성경'에 기초한 '정답'을 가지고 있을 수는 없겠지. 현실 문제라는게 그렇게 정답이 나올 수 없는 문제이고 그것에 또 교조적인 권위를 가져다 붙인다는 것은 더 위험한 것이니까.
어떤 것이 정답이 될 수는 없겠지. 그리고 오히려 더 다양한 의견들이 쏟아져 나와야 건강한거겠고. 다만 내가 원하는 것은 이런 정도의 깊이(?)와 급진성을 가지고 화두를 던지는 공론장이 생기는거야. 내가 말한 저널이 대단하다는 이유는 그런 공론장이라는 의미에서 말한 것이고.
내가 본 것 중에 그런 기독교 단체들 중에 그나마 정기적인 활동을 하는 곳이 '복음과 상황' 정도였는데, 내가 볼 때는 아직 교단 내의 정치적인, 교리적인 문제들에 갖혀있다는 생각이 들어서. -

최근의 할인점들이나 더 '값싼' 제품들을 선호하는 풍조를 보면 많은 생각들이 든다.
사실 이번 중국 김치 파동도 한국 상인들의 무조건 '값싼' 제품 수입해오기 경쟁이 부른 제품의 질적 저하가 그 원인이라고 본다.
중국 제품들이 무조건 싸기만 하고 안좋은게 아니라, 중국 사람들이 보기에도 형편없는데도 무조건 싸기만 하면 구입해가는 한국 상인들이 문제인거지.
최근의 대형 마트들의 할인 경쟁을 보면서, 그리고 그로 인해 소매점들이 하나 둘씩 문을 닫아가고, 자영업자들이 대형 마트의 종업원이 되어가는 모습들을 보면서 이것에 대해 문제제기를 해야 한다는 생각을 항상 가지고 있다. 생산 수단이 대형 마트들에게로 집중되고 있는 현상은 성경의 희년 제도나 토지를 매매하지 못하게 하는 문제와도 연결해서 생각해 볼 수 있을 것 같다.
그리스도인이라면 조금 더 값싼 것을 찾는 것도 좋겠지만 그 생산 과정과 유통 과정을 감안할 때 적당한 값이 어떤 것인지 고민해야 한다고 생각한다.
기업이라면 그 피고용인들이 가족의 생계를 부양할 수 있는 정도의 생활 수준을 급여로써 줄 의무가 있다고 생각한다. 하지만 단지 가격 경쟁만을 하기 위해 종업원들의 근로 환경이나 복지 수준을 삭감한다면 그것은 문제가 있는 것이지. 또한 거대한 자본력으로 중간 유통 과정을 장악해서 생산자와 소비자를 단절시키는 모습은 우리 나라의 농산물 시장에서도 볼 수 있다.
할인점이 아닌 곳이 가격이 다소 비싼건 사실이고 나도 그런 곳에서 물건을 사기는 하지만, 할인점이 아닌 곳에서 가격을 비싸게 받는다고 해서 그것이 바가지라고 말할 수는 없는 것 같다. 그들은 대형 할인점이 가지고 있는 조직적이고 독점적인 유통구조를 가지고 있지 못한 것이지.
물자와 자본은 집중될수록 효율적인 건 사실이기는 하다. 바람직한 것은 투명하고 열려있는, 누구나 참여할 수 있는 유통구조를 만드는 것이겠지. 어떤 기구같은 곳에서 비독점적이고 비폐쇄적으로 담당하면 가장 좋겠지. 하지만 집중과 독점으로 형성된 효율적인 대형 할인점의 가격을 묵인하다보면 점점 효율성만을 추구하는 시장 구조와 집중화되는 시장 구조만이 남게 되겠지.
그리고 이런 장기적이고 배후에 감추어진 비용들이 단기간의 자선활동으로 감출 수 없다는 것이 이 글의 요지이고. -

논리 비약이다.
내가 너무 경제학에 빠져 있어서 그런가...^^;;
효율성의 측면이라는 건 세가지가 있어. 소비의 효율성, 생산의 효율성, 그리고 종합적인 측면의 효율성
이건 소비의 효율성과 생산에서의 효율성을 한데 묶어서 효율성이라고 한 데서 나오는 오류가 아닐까 싶네.
생산의 측면에 있어서는 하나님께서 주신 지구에 있는 한정되어 있는 자원을 가장 잘 활용해서 효율적으로 생산할 수 있는 사람에게 돌아가야 하지 않을까? 동질적인 상품을 시장에 내놓는 기업들 가운데, 가격을 가장 적게 책정할 수 있다는 것은, 그 기업이 자원을 효율적으로 사용할 수 있는 생산시설이나 경영진, 그리고 노동자들을 고용하고 있다는 걸 의미하겠지. 그런 기업들이 생산을 해서 싼 가격에 공급을 할 수 있다면 당연히 자원을 효율적으로 사용할 테니깐 좋은 거지. (물론 독점을 옹호하는 건 아니다. 독점의 이윤으로 인해서 후생수준도 감소하고, 또 지대추구행위로 인해서 많은 손해가 발생하니깐.^^)
그리고 이 글에서 주로 의미하고 있는 소비의 측면에서 당연히 소비자들은 제한된 예산으로 극대화된 효용을 누리려고 할 거야. 물론 사람마다 가치관이 다르고 선호도가 다르기 때문에 어떤 한 물건에 대해서도 느끼는 한계효용이 저마다 다르겠지. 가령 나는 여자들이 입는 드레스의 가치는 거의 0으로 평가되지만, 신발 같이 내가 관심있어 하는 물품들에 대해서는 높은 가치를 부여하는 것처럼 말야. 그렇게 본다면 적은 돈으로 많은 만족을 얻으려고 하는 것이 소비자의 행동원리라고 볼 수 있을 것 같아. 그러니깐 적은 돈을 지불하려는 것이 비난받을 행동은 아니며 오히려 효율적으로 생산할 수 있는 사람에게 자원이 돌아갈 수 있도록 배분할 수 있다는 거지.
단, 여기서 가정하고 있는 것은 소비자들이 물건의 질을 알고 있을 경우에 한해서 말야. 현실세계에서는 비슷한 물건은 있어도 완벽하게 동질적인 물건은 존재하지 않고, 소비자들이 모든 물건의 가격과 품질을 알고 있지 않기 때문에 차별적인 독점을 형성하게 되기 때문에 어느 정도 차이는 있겠지만, 근본적인 개념에서 본다면 그렇다는 거지..
여기까지가 미시적인 이야기고 거시적인 안목에서 살펴본다면 위의 예기가 어느 정도 일리가 있는 것 같다.
소비하고 소득은 떨어질 수 없는 거니깐. 근로자들의 임금이란 곧 가계의 소득을 의미하는 것이고, 이 소득이 소비자의 예산이기 때문이지. 그렇기 때문에 적은 가격으로 책정된 물건을 팔게 되면 그만큼 기업의 입장에서 이윤은 줄어들게 되고, 그로인해 기업의 유동현금이 줄어서 투자를 할 여력이 줄어들게 되는 거지. 그렇게 되면 소비자들이 소비하는 상품의 질은 예전과 거의 비슷한 수준에서 머물게 되고 말야. 이게 위해서 말하는 보이지 않는 손해라는 개념이 될 것 같다.
여기까지가 내가 배운 이론적인 측면에서 접근해 봤을 때 이 글을 이정도로 분석할 수 있을 것 같다. 사견을 덧붙이자면, 이 건 좀 미국의 자국의 이익을 위해서 적은 글 같다는 느낌이 좀 드네. 미국의 현재 경제 상태가 좀 악화되어 있고, 이중적자(재정적자 & 경상수지적자)로 인해서 미국의 달러화가 외국으로 많이 빠져나가고 있거든. 그것 때문에 우리나라나 일본에게 통상적인 압력이 작년부터 좀 더 심하게 압박이 들어오고 있는 것 같아. 물론 우리나라와 일본의 외환보유고가 유례없이 빠른 속도로 증가한 걸 보면 정부가 우리나라 상품의 경쟁력을 높이기 위해 환율을 조금 높게 일정하게 유지하려고 하다보니 생긴 결과이기도 하겠지만, 그게 미국의 입장에서 본다면 경제력의 손실을 의미하는 거니깐.
우리나라와 일본이 계속 미국의 입장에 대해서 강경노선을 취하면서 중국을 끌고 들어간 거지. 그래서 중국이 올해 미국의 압력으로 원화 절상을 단행했고, 올해 말에도 한 차례 더 올리라고 압력을 넣고 있잖아. 중국 정부에서는 계속 무시하고 있고. 덕분에 부시가 중국으로 간다더군. 분명히 한 차례 더 절상하라고 하겠지...
중국의 경제력이 엄청나게 성장하고 있고, 그것으로 인해 전 세계의 여러 나라가 중국의 영향을 받고 있어. 우리나라의 기업들도 중국에 많이 진출해 있고, 우리가 쓰는 공산품들도 중국 것들이 굉장히 많으니깐. 싸게만 사는게 좋은 건 아닌 것 같아. 싸게 사다보니 소비자의 측면에서는 좋지만, 우리 나라 근로자들이 중국의 가격 경쟁력을 따라가지 못해서 도산을 많이 하고 있거든. 그거는 전 세계적으로 마찬가지고.
그런 면에서 요즘 가장 회자되고 있는 이야기가 Deflation 논의야. 고유가로 인해서 요즘은 조금 잠잠해 졌지만, 유가가 조금이라도 낮아지는 기미를 보인다면 다시 Deflation에 대비해야 된다고 나오겠지. 글쎄... 이런 관점에서 위의 글을 다시 본다면 팔은 안으로 굽는다는 지극히 상식적인 이야기를 다시 해 볼 수 있을 것 같네.
자칫 반박하는 글로도 비춰질 수 있을 것 같아 조금 염려가 되지만, 친구로써 조언을 해주는 차원에서 받아들여 줬으면 좋겠다. 너가 요즘 여러 분야에 관심을 가지고 있는 것 같은데, 그거 정말 좋은 것 같아. 한 사건을 놓고도 그 전후 인과관계 및 여러 상황들과 함께 살펴 볼 수 있으니깐.^^ 하지만, 그저 영향력 있는 사람의 견해라고 해서 그걸 무비판적으로 수용하는 자세는 옳지 못하게 보이고, 더군다나 우리같이 아직 실력이 부족한 사람들이 그저 그렇다더라 하는 말만 듣고서 그걸 너의 의견으로 결정하는 건 위험한 자세인 것 같다. 우린 아직 배우는 사람이니깐 우리만의 견해를 가지긴 힘들겠지만, 그 점이 더 많은 의견을 수용할 수 있는 우리의 장점이 되지 않을까 한다. ^^

일단 노동자의 개념을 너는 임금을 받고 생활하는 소위 말하는 블루 칼라의 사람들을 주로 생각하고 있는 것 같으니깐 그 부분에 대해서만 이야기를 할께. 다른 화이트 칼라나 골드 칼라는 일단 너의 논의와는 맞지가 않을 것 같으니깐 말야.
그리고 너가 말한 독점과 같이 연관해서 언급해 볼께. 너는 독점의 측면을 현재 기업의 입장에서만 즉, 노동력의 수요자로서 활용하는 측면에서의 독점만을 고려하고 있는 것 같다. 그건 일견 타당한 견해야.^^
기업의 측면에서 "싫으면 나가 그러면 되니깐. 이 임금 받고도 일할사람 많으니깐 너 없어도 돼. 절이 싫으면 중이 떠나야지" 너가 바탕에 두고 있는 생각이 이런 거 아니니?
그렇다면 대학교 1학년하고 대학교 4학년의 차이가 뭘까? 여러가지를 들 수 있겠지만, 가장 큰 차이는 대학교 1학년은 학교를 다닌 경험이 아무래도 부족하기 때문에 학교에서 어떻게 해야하는지 잘 모를 수 있다는 거지. 처음에 입학해서 종합관이 어딘지 몰라서 학교 지도 앞에서 헤매는 신입생들의 모습도 많이 보이고, 또 수강신청을 할 때 선배들의 도움을 받기도 하고...
기업의 입장에서도 마찬가지야. 이제까지 같이 일하던 사람들에게는 교육을 시키는 데 들어가는 비용이 거의 0라고 보면되지. 어떻게 보면 기업의 생산성이 그들로 인해서 결정된다고 보아도 무방하지. 그런데, 그런 사람들을 맘대로 해고시킬 수 있을까? 기업이 과도한 교육비용을 생각하고서라도 말야.... 여기서 알 수 있는 사실은 기업이 노동자를 해고하는 것을 통해서 얻을 수 있는 기업의 기득권 확보나 비용절감 같은 효용이 그로 인해서 기업이 치뤄야 하는 교육비용이나 유휴시설의 증가와 같이 지출되는 비용보다 크지 않다면 기업은 되도록이면 그들과의 고용관계를 유지하려고 한다는 거지.
그리고 아까 기업이 수요의 독점자적 위치에서 계약을 한다고 했는데, 노동조합이 들어서면 이야기는 달라지지. 즉 이제 공급도 노동조합을 통해서 독점자적 위치에 들어서게 되는 거야. 그렇게 된다면 쌍방이 독점인 상태가 되니깐 서로의 협상력에 따라서 임금이 결정되겠지. 그렇다면 너가 생각하는 것과는 어느 정도 다른 면도 있다는 걸 알겠지?
그리고 독점이 나쁜 것만은 아니야. 정부가 왜 전력공급이나 수도같은 것을 독점하고 있겠니. 그건 생산단가가 독점을 통해서 할 때 훨씬 이득이기 때문이지. 우리가 생각할 수 없을 만큼. 단순히 독점이 나쁘다는 식의 논리는 완전경쟁시장의 관점에서 바라보았을 때, 그렇다는 거야. 독점이 나쁘다는 경제학자와 그렇지 않다는 경제학자가 반반이라는 사실은 우리가 어느 하나의 입장만을 취해야 된다는 것은 아니라는 것을 역설적으로 증명해 주는 게 아닐까?
우리나라는 강성노조라는 말을 많이 쓴다. 현대 자동차가 14년 연속 파업이라는 신기록을 세웠다더군. 그래서 외국 기업들이 우리나라에 투자를 꺼리기도 하고 말야. 그런데, 이런 근로자들이 약자라고 볼 수 있을까? 적어도 자기 할 말 다 하면서 물가상승률보다 높은 임금상승률의 임금을 받는 노동자들이 약자로 보여지진 않는다. 물론 이런 근로자들을 욕할 수만은 없다. 그동안 우리나라가 경제 성장을 하는 과정에서 근로자들의 임금 동결이라는 근로자들의 희생을 바탕으로 이루어진 거니깐.
요즘의 몇몇 노동파업의 형태를 보면 도를 지나친게 아닌가 하는 생각이 든다. 이제 슬슬 우리가 희생해서 경제가 성장했다라는 논리는 좀 자제해야 될 것 같은데 말야. 사실 희생한 사람들은 이제 정년에 다다르신 분들일 거 아냐.
그리고 피고용인들의 가족의 생계를 부양할 정도의 임금을 지불할 책임이 기업에게 있다는 건 솔직히 어불성설이다. 기업이 국가와 같은 사회보장기관도 아니고, 순전히 이윤을 벌어먹고 사는 게 기업인데, 그 기업이 고임금으로 인한 생산성 저하와 재무관리의 문제로 인해 자본을 유치하지 못한다면 기업이 회생하기 힘들겠지. 우리나라가 IMF 시절에 건전한 재무구조를 갖추고서도 고금리 정책으로 인해 자본을 유치하지 못해서 헐값에 외국 기업에게 팔렸고 그로 인해 매년 유출되는 국부가 몇백조에 달한다면 그 파장을 심각하게 고려해 보아야 한다고 생각한다. IMF 시절이야 탈출하는 게 급선무였다면, 이제 뒤를 좀 돌아볼 시기가 되었다고 생각하거든. 금융부분에서의 국부 유출은 더 심각하고..
나는 그래서 이런 생각을 가지고 있다.
일단 근로자의 고용문제에 대해서는 기업에게 고용유지 보조금을 지불하는 것, 실업함정에 빠지지 않게 하기 위해서 실업자로 하여금 일을 하는 경우에만 그에 해당하는 만큼의 보조금을 지불하는 제도(EITC), 그리고 노동조합에관한법을 좀더 현실에 맞게 개정하는 것 정도가 되겠지.
할인점의 경우 헌법 119조에서 도출되는 경쟁의 자유를 제한하지 않는 범위 내에서 국가가 어느 정도 개입할 필요가 있다고 생각한다. 일단 국가가 제한하고 있는 건 할인점의 경우에 24시 이후에 영업을 못하도록 하고 있지. 그리고 인해서 그 틈새 시장을 파고든 것이 24시 편의점이 아닐까 하는 생각이 든다. 그러나 편의점 역시 대형 유통구조를 가지고 있는 기업이라고 할 수 있지. 그렇게 본다면 요즘 자주 시행되고 있는 농산물 직거래 제 같은 것을 조금 더 활성화 시키는 게 좋을 것 같다.
대안을 만들어 낸다는 건 쉬운 일이 아닌 것 같다. 그 대안을 만들었을 때의 예외적인 일까지 다 고려해야 하니깐... 그렇지만 문제제기에서만 그친다거나, 현실적으로 적용하기 힘든 대안만을 제시한다면 그건 그냥 '설'에 불과하겠지.
